MOMENTUM- Routine Immunization Transformation and Equity (M-RITE), aims to strengthen routine immunization (RI) programs to overcome the entrenched obstacles contributing to stagnating and declining routine immunization (RI) rates and to address the barriers to reaching zero-dose and under-immunized children with life-saving vaccines. In light of the COVID-19 pandemic and the disruption of RI services, M-RITE supports countries with the maintenance and adaptation of RI services and provides strategic technical support for COVID-19 vaccine introduction and deployment in order to protect high risk population.
In South Sudan, Ministry of Health (MoH), with support from immunization partners, have adopted strategies to scaling up COVID-19 vaccination to increase country coverage to 70% of the target population by the end of 2022. This includes mass vaccination drive (MVD) using intensified COVID-19 vaccination optimization plan (ICVOP), for administering more than 2.5 million doses of vaccines.
M-RITE / JSI provide technical assistance to State/County, Core Group Polio Partners (CGPP) in 21 counties in three Equatorial States (Central, Eastern and Western) for accelerating the COVID-19 vaccination. M-RITE support to CGPP includes training of vaccinators, supportive supervision, microplanning, and risk-communication, address hesitancy, and increase demand for acceleration of COVID-19 vaccination. CGPP plans to double their outreach vaccination team – from 33 to 84 teams to maximize shots in arms of COVID-19 vaccines before rainy season starts in May when many areas become inaccessible.
M-RITE JSI is seeking to recruit qualified and experienced finance and operations officer to support its field programs based in Juba, South Sudan with frequent travels to the field
Job Summary:
The Finance and Operations Officer is responsible for the day-to-day oversight of the field programs support, financial, operations and human resources. S/he will work in close coordination with the Technical Lead (TL) in the oversight of program functions, support and guidelines. The F&O Officer will report to the Technical Lead and will work closely under the guidance of the Senior. Finance and Operations Manager at JSI HQ.
Responsibilities:
The F&O Officer will be responsible for the following:
Ensure that all activities, processes and procedures are carried out in accordance to JSI and Donor rules and regulations that are listed in the code of conduct, operations, and local hire employment manuals;
Control the preparation of vouchers and checks for all staff salaries and related expenditures in a timely way; ensure that all expenditures supported by appropriate approvals and proper documentation that complies with JSI and USAID reporting requirements;
Manage funds at local bank account, including balance monitoring, daily transaction posting and reconciliations, and approve expenditures in accordance with JSI and donor procedures, cost principles, and regulations.
Preparation of monthly cash flow request for submission to JSI/Home Office.
Provide administration and travel arrangement support to the technical staff**
Oversee travel advances and ensure timely reconciliation of advances
Upload QB database monthly into US based field account system (FieldLink) per standard schedule;
Contribute to preparation of monthly and annual income and tax reports/payments based on Government of South Sudan fiscal policies
Manage JSI’s project financial and administrative systems, including the use of QuickBooks software;
Lead the procurement process and following USAID/JSI policy and procedure including the identification and establishment of relationships with vendors, and the maintenance of office procedures and schedules;
Provide asset / property management and inventory control in accordance with JSI Policy.
Develop a system for managing all financial documentation according to local law;
Support the team in planning and budgeting for the supported activities; and
Ensure adequate insurance coverage to safeguard project personnel & equipment.
Coordinate closely with the HQ team to ensure consistency in policies and procedures implementation across all F&A tasks;
Respond promptly to administrative and fiscal queries from the home office;
Manage or oversee HR processes, including recruiting, hiring and annual performance reviews.
Other duties as assigned.
Qualifications:
· Bachelor’s in finance, accounting, business, or related field with a minimum of 6-7 years direct work experience in financial and administrative management with an international development organization in South Sudan.
· Proven expertise in financial management, accounting and administration, including automated financial systems, financial planning and reporting, and management and establishment of internal controls.
· Knowledge of USAID rules and regulations.
· Demonstrated ability in analyzing financial documents, projections, expenditures, and accruals.
· Advanced skills in Microsoft Excel and experience using QuickBooks a requirement.
· Strong interpersonal, communication and presentation skills.
· Strong organizational skills and ability to manage multiple tasks with competing deadlines
· Excellent interpersonal and team work skills.
· Good verbal and written English communication skills.
